Today Abigail gave notice of a motion calling on the NSW government to finally take the steps needed to phase out and end battery cages in NSW.
Abigail said:
(1) That this House notes that:
- despite all state and territory Agriculture Ministers agreeing in 2023 to phase out battery cages by 2036 and adopt nationally consistent Animal Welfare Standards and Guidelines for Poultry, we are still yet to see decisive action to end battery cages in NSW,
- since 2023, Western Australia is the only state to outlaw battery cages with the introduction of new poultry regulations in December 2024, apart from the Australian Capital Territory which was the first jurisdiction to prohibit the use of battery cages for commercial egg production with the passage of a Greens bill in 2014,
- major supermarkets Coles, Woolworths and Aldi previously made long-standing public commitments to phase-out or ban battery cages from their supply chains from 2025,
- in September 2025, Coles and Woolworths both backflipped on their commitments; Coles announced its target to end battery caged eggs will be pushed to 2030, while Woolworths extended its timeline indefinitely,
- previous commitments to phase-out and ban other cruel practices have demonstrated that involved industries cannot be left to lead the implementation of such reforms,
- NSW is Australia’s largest battery-cage egg producing state, with 33% of the national caged layer flock, and
- earlier this year, the NSW government updated the Prevention of Cruelty to Animals (POCTA) Regulation 2025 which, despite pressure from the public to do so, failed to include a timeline for phasing-out and ending the use of battery cages or take any comprehensive action to adopt the nationally agreed Poultry Standards and Guidelines.
(2) That this House calls on the NSW government to urgently introduce legislation to phase-out battery cages by 2036, in alignment with the Animal Welfare Standards and Guidelines for Poultry, underpinned by adequate investment in the implementation of the Standards and robust accountability mechanisms to guide the transition period.
